I would say that it's more along the lines of remodeling to fit a purpose as opposed to a full on reboot (kinda like Punisher: War Zone was not a sequel to Punisher, but not a redo at the same time). One can fully suspect there's doing this for one major reason: Justice League

Well, I wouldn't say there's a big character imbalance as there is large sense of diversity. Just because some characters feel stronger doesn't necessarily mean you're gonna win out all the time with them. Some people can take what others would consider weak characters and knock them silly with them...

As noted, the official opening has been delayed numerous times because of the production problems they've been having.
