The trick would be...and the reason I suspect it keeps getting shoved back into development heck...to differentiate it significantly in tone and concept from being too close to The Incredibles.

Well, in terms of concept, Power Pack is only siblings, with no parents. I would think that would differentiate it well enough. After all, there are tons of adult heroes already, and Incredibles has a full family unit, so kids-only heroes should stand out. Tone could be an issue, though--- tough to do it without making it either too silly or too scary.

Their very first adventure/origin story would seem tailor-made for a MCU-styled film (spoilers hidden here!):
Scientist dad invents green/clean power source (which -- unknown to him -- can be used as a super-weapon).

This results in a small-scale alien invasion (a race of lizards called 'the Snark' ) who kidnap mom & dad, seeking to use his tech for their purposes.

A horse alien rescues the kids and gives them power suits. The kids rescue their kidnapped parents and save the world.
The three-act structure is right there!

Louise Simonson did a masterful job in the earliest issues of writing a 'kid superhero' story in which the kids really acted -- and talked -- like kids.

Later writers and storylines kinda lost sight of that magical element, IMO.
